What does average transaction price mean?

It is the average price actually paid for existing owner-occupied homes sold in a municipality in a period. It reflects what changed hands, so it moves with the mix of homes sold as well as the market. A month with more large houses sold will read higher.

How is this different from WOZ value?

WOZ is the value a municipality assigns to a property for tax purposes, set once a year with a reference date. The average transaction price here is what buyers actually paid across many sales. They answer different questions and will not match.

Why does a municipality average not tell you what your home is worth?

An average covers many different homes, sizes, conditions and locations. Your own home can sit well above or below it. Use the average for context, then get a proper valuation for a specific property.
