How is a Dutch energy bill built up?

A consumer energy bill has a few parts. There is the energy you actually use, priced per cubic metre of gas and per kilowatt-hour of electricity. On top of that come energy tax and the sustainable-energy levy, a fixed supply charge, and the network operator's transport charge. An annual energy-tax reduction is then subtracted.

What is the difference between the energy, tax and network parts?

The energy part is the commodity itself and moves with the market. Taxes and levies are set by government and are the same regardless of supplier. Fixed and network charges cover the standing supply fee and the transport of gas and electricity to your home.

Why is this only an estimate?
